EU court backs cities’ complaint on emissions, scraps higher NOx limits

An EU court has upheld a complaint by Paris, Brussels and Madrid against a rule change made in 2016 on vehicle emissions that the cities said had increased pollution. The General Court said the amendment raising the limits on NOx emissions went beyond the powers of the EU executive that made it and broke EU human rights and other laws.
