German coalition parties fight over diesel fines for automakers

Ministers from Chancellor Angela Merkel’s conservatives attacked a proposal by their coalition partners, the Social Democrats, to fine automakers who fail to offer diesel hardware retrofits, opening a new battle front in their fragile government.
